For the cause of the population of the George Dominion in that Dimension whose living/lifestyle conditions are very disturbing & warrant severe intervention to effect a remedy for them. Please follow below.

The conditions of these residents who were subject to Enacted Measures (EM) was allowed to become unmanageable because they were "intentionally" forgotten since this path enabled those who effected it to carry on as if they had found a "solution" for these "unwanted by-products" that better off placed where they could be treated as if they were non-existent (3/19/2019).
The Figure - George's Dominion Conditions in that Dominion presents a graphic view of the "big picture" state of this Dominion a well as shows the approach to be pursued to effect a very long-term solution for these who very much deserve to be treated much better than they received from those responsible for their placement & ostensibly considered it a viable avenue for achieving a "working" outcome.
Conclusion:
The indicated solution depicted in the Figure will no longer be required because a "development" occurred that "took care" of these whom "the Mastermind" considered to be a reminder of activities she would rather not have serving as a "sore thumb" about the high price involved in effecting the "empire" that she built up & its significance regarding the prominent place it would have with this Servant's seeking a solution for it with their then ability to "see" ahead (in the future), that ended tragically for ALL these 4-billion unfortunate individuals.
